Historic pact between football's stakeholders set to head off FIFA takeover:
A landmark agreement over who holds Australian football's levers of power has been all but reached, amid calls from a number of its signatories for the resignation of FFA chairman Steven Lowy.
The A-League clubs, the state federations and the PFA will meet in Melbourne on September 5 to ratify the composition of an expanded congress which they believe guarantees the democratisation of the game demanded by world governing body FIFA.
The meeting will, in effect, sideline Lowy, who twice intervened to torpedo existing agreements on a new governance structure during the visit of a FIFA delegation visit to Sydney for crisis talks two weeks ago.
The chairman's tactics were described as "divide and conquer" but it now appears it may be third time lucky for the three sets of stakeholders over a congress which is likely to grant the federations nine votes, the clubs five, the PFA one and the women's game one
The congress has the power to elect future FFA boards.
The federations are in bullish mood ahead of the meeting which promises to head off FIFA's pledge to sack the FFA board and install a normalising committee to run the game in Australia, should a more inclusive power structure not be in place by the November deadline.
The FFA have been heavily criticized on three fronts: their refusal to countenance a more inclusive model in adherence with FIFA edicts, bullying the federations into backtracking on existing agreements and over-stepping their remit by behaving like a stakeholder rather than administrator.
It's the FFA's perceived intransigence during a protracted power struggle which has hardened the attitudes of a raft of stakeholders.
One A-League owner said he spoke of a prevailing mood among many when declared: "Australian football is not the backwater it's sometimes perceived to be ... this is a major issue in FIFA and an interesting topic amongst the football industry globally.
"If Steven does eventually step aside, it's vital we find the best possible candidates stepping forward that all stakeholders have faith in.
"There does indeed come a time when the honourable move is to step down and help the reform process. "
The same owner is hopeful of a cast iron deal on September 5 to dissolve the impasse.
"There should be an agreement next month as its clearly in everyone's interests, we can't afford for football to tread water any longer and I think there is a realisation we can move forward and take on the other codes successfully," he added.
"If we don't it will surely put paid to our bid for us hosting the 2023 women's World Cup."
The states are also supportive of a wholly independent A-League, in concert from the 10 owners.
It's a further show of unity between the forces gathering to challenge the autonomy of the FFA, whose proposed 9-3-1 model, long since rejected by FIFA, has lost what traction it once had as the game's disengaged and disillusioned stakeholders up the ante.
While some want Lowy to clear his desk at Whitman Square immediately, others still hope he will embrace the tide of change swelling around him.
But, should the Westfield billionaire decide to walk, one of the more sanguine sources among the stakeholders said "nobody would stand in his way".

Football Federation Australia (FFA), the Victorian Government and the Greater Shepparton City Council today announced that the City of Greater Shepparton will host qualifying matches for the Asian Football Confederation (AFC) U-19 Championship.
The Group J fixtures will see the Young Socceroos (Australia) face off against DPR Korea, Hong Kong and the Northern Mariana Islands at the John McEwen Reserve in Shepparton from 4 November to 8 November 2017.
FFA CEO David Gallop said he was delighted that Australia could once again host an AFC competition.
“It was not that long ago that we hosted the AFC Asian Cup and events such as this are a fantastic way to showcase our best young footballers to a local audience and demonstrate our commitment to supporting the AFC by hosting youth competitions,” said Gallop.
“This group of Young Socceroos are on track to become future Caltex Socceroos through the experience they gain from competing in competitions such as this, and hopefully at the AFC U-19 Championship and FIFA U-20 World Cup.
“We would like to thank the Victorian Government and the Greater Shepparton City Council for their valuable support in hosting this event, and to the AFC for entrusting it to us,” concluded Gallop.
The Victorian Minister for Sport John Eren said the Andrews Labor Government is proud to support the AFC U-19 Championship Qualifiers and secure another world class football event for regional Victoria.
“Victoria is the sporting and major events capital of the nation, and we want to keep it that way."
"Events like these showcase the best of our regions – attracting more visitors, creating jobs, keeping local businesses busy and inspiring our next generation of Socceroos and Matildas."
Greater Shepparton City Council Mayor Dinny Adem said “This is a chance to showcase our fantastic new state-of-the-art football facilities to the world as well as an opportunity to enhance our reputation of hosting major international events.
“With approximately 3,000 spectators anticipated for the qualifying matches and over $1 million in economic stimulation, this event will see intrastate, interstate and international visitors spend time and money in our region, helping local business, creating more local jobs and keeping our economy strong.
“Hosting events like this supports the Greater Shepparton Football Strategy and adds significantly to the region's reputation of being the sporting capital of regional Australia. Calombaris bans himself from A-League matches after grand final assault:
MasterChef judge George Calombaris has banned himself from all A-League matches for 12 months and has relinquished his No.1 ticket holder status with Melbourne Victory.
The celebrity chef was charged with assault after he was seen in footage shot exclusively by The World Game assaulting a 19-year-old fan in the stands at Allianz Stadium during the A-League grand final in May.
Calombaris fronted the Downing Centre Local Court on Friday where he was due to be sentenced after pleading guilty to the assault last month.
However, magistrate David Price declined to pass sentence instead ordering a pre-sentence report. Calombaris will now be sentenced on October 20.
He faces a maximum penalty of two years' imprisonment or a $5500 fine.
Speaking outside the court Calombairs again apologised for his actions and said he had banned himself from A-League games for a year.
"I stand down as the number one ticket holder of the Melbourne Victory and as a true supporter, what I did was wrong and I need to pay the price," the 38-year-old said.
"On top of that I'm going to give myself a ban for the next 12 months from all A-League games."
He said it was "horrible" to watch the footage of the assault in court.
"I apologised to the gentleman that I approached, I shouldn't have done that. It was wrong. I also apologised to the NSW Police, I'm sure they've got bigger fish to fry, pardon the pun," he said.
"I've also apologised to the football community. I'm a proud lover of sport in general and that kind of behavior is unacceptable."
The magistrate said the assault took place in public and was a "serious crime" and revealed what Calombaris had said to the fan.
"The accused pointed at the victim and said 'you're a big-mouthed man you dodgy c***'," Mr Price said.
"He then punched him in the lower abdomen."

The incident took place at 8:49pm on May 7 after Sydney FC had won the fiery clash against Melbourne Victory 4-2 on penalties.
Calombaris, Melbourne Victory's number one ticket holder, was at the showpiece event with fellow MasterChef judge Matt Preston and chef Shannon Bennett, who also features on the Network Ten reality show.
After what was a heated match Calombaris was seen assaulting a fan in the stands, as reported first by The World Game.
In the footage Calombaris was first seen chatting to Football Federation Australia boss David Gallop as fans from the stands yelled out to him baiting the chef, who then went over and returned fire.
The TV personality has been under fire this year, also making headlines in April after being found to have underpaid staff to the tune of $2.6 million, with members of the crowd also taunting him about the pay bungle.
Tensions boiled over with Calombaris seen assaultiung a fan, at which point police intervened.
The incident ended with Preston ushering Calombaris away.
In a statement to released after the incident the chef and restaurateur admitted he was not proud of his actions.
“I am really disappointed with what occurred last night, " Calombaris said.
"I regret the way in which I reacted, I am disappointed that I let it get to me, and I sincerely apologise for offending anyone."

Speaking outside the court Calombairs again apologised for his actions and said he had banned himself from A-League games for a year.
"I stand down as the number one ticket holder of the Melbourne Victory and as a true supporter, what I did was wrong and I need to pay the price," the 38-year-old said.
"On top of that I'm going to give myself a ban for the next 12 months from all A-League games."
He said it was "horrible" to watch the footage of the assault in court.
"I apologised to the gentleman that I approached, I shouldn't have done that. It was wrong. I also apologised to the NSW Police, I'm sure they've got bigger fish to fry, pardon the pun," he said.
"I've also apologised to the football community. I'm a proud lover of sport in general and that kind of behavior is unacceptable."
The magistrate said the assault took place in public and was a "serious crime" and revealed what Calombaris had said to the fan.
"The accused pointed at the victim and said 'you're a big-mouthed man you dodgy c***'," Mr Price said.
"He then punched him in the lower abdomen."

The incident took place at 8:49pm on May 7 after Sydney FC had won the fiery clash against Melbourne Victory 4-2 on penalties.
Calombaris, Melbourne Victory's number one ticket holder, was at the showpiece event with fellow MasterChef judge Matt Preston and chef Shannon Bennett, who also features on the Network Ten reality show.
After what was a heated match Calombaris was seen assaulting a fan in the stands, as reported first by The World Game.
In the footage Calombaris was first seen chatting to Football Federation Australia boss David Gallop as fans from the stands yelled out to him baiting the chef, who then went over and returned fire.
The TV personality has been under fire this year, also making headlines in April after being found to have underpaid staff to the tune of $2.6 million, with members of the crowd also taunting him about the pay bungle.
Tensions boiled over with Calombaris seen assaultiung a fan, at which point police intervened.
The incident ended with Preston ushering Calombaris away.
In a statement to released after the incident the chef and restaurateur admitted he was not proud of his actions.
“I am really disappointed with what occurred last night, " Calombaris said.
"I regret the way in which I reacted, I am disappointed that I let it get to me, and I sincerely apologise for offending anyone."
